What is Safety???

2020 Jan 1st. HSE-RM Solutions

Good Day all... What is safety? Let's re-think from today the first day of year.

"For safety is not a gadget but a state of mind."

"One sincere worker can do more by personal suggestion to prevent accidents than a carload of safety signs."

"Safety brings first aid to the uninjured."

Let's re-call what is forgotten. We rely to much on things that are actually not helping industry or ourselves at all.

Let's reboot the practice to be safe.

Electrical Safety & Fire Safety

Electrical Safety & Fire Safety

Few highlights or news flash we have recently seen.
·         Gujarat: Fire at coaching centre in Surat, 15 children dead;
·         Ghaziabad Admin Seals 7 Coaching Centres for Violating Anti-fire Norms Days Surat Incident
·         Coal Dump Catches Fire Near Bhurkunda Railway Station in Jharkhand, Rail Traffic Normal
·         Fire Breaks Out in Commercial Building in Kolkata, No Casualties Reported
·         UP Cops Save Lives with Dramatic Chase to Warn Rider of Burning Bike, Get Awarded
·         17 People Die In Delhi's Karol Bagh Hotel Fire
·         Fire Breaks Out in Kolkata's New Town, Two Injured
·         Goods Worth Lakhs Destroyed As Fire Rips Through Garment Store In KolkataĆ¢€™s Gariahat

Day starts we read news and we forget or move on with our lives. What has officials done, Any country in the world result is the same. Loss of property, loss of lives, loss of loved ones, loss of money, loss of time, production loss and the list of losses never stops. Every incident or accident gives a dark day in the lives of people who suffered and hope for a better tomorrow.

It's easy to blame, but reality is Fire Safety laws and legislation, may it be by any standards IS (3594, 12349, 14435, 14489, 15301, etc), NFPA (70 &70E), OSHA (29 CFR 1910.157 (f) (2), (f) (2)(i) & (f) (4); 1926.24) Most workplaces are now subject to legislation as detailed in the Fire Precautions. We should be more concern about preventing & protection from fire then provisions.

Fire safety is not only for industries, or hotels or coaching centres as we see a chase, we are still not looking at a bigger picture. What about commercial complexes, places we go regularly, how much aware or protection is available there. Hardly, post recent Surat (Gujarat) incident officials are after Coaching centres but these coaching centres are in the building, commercial complexes what about safety provisions. Small businesses start from these places, people are happy about their small run business with larger dreams. Small coffee shops, garment shops, cybercafe, food joints, general stores, provisional store, parlours, and so many small businesses are in the same complex. Also, we should not forget call centres, gyms, superstores, primarily all places with high occupancy of individuals.

HSE RM Solutions, small business solution, for electrical and fire safety, we offer a range of services to small establishments. Let us Help you be safe.

How to Shape Smart Change “Shop Floor Management”

Consulting and Training By HSE RM Solutions.

Shop Floor Management is a tool to lead an organization to increase its profitability and gain access to the unlimited power of workforce in form of optimized production, quality, and target achievement.
Starting with basics

Material Handling:
1.     Inward of material
2.     Storage of Material
3.     Dispensing or Release for Production
4.     Movement of Material in changing form across process and production line.
5.     Final product or finish product handling and storage.
6.     Response to rejection, spill, damage, and reuse.

Process Handling
1.     Material quantification and checks.
2.     Controls and monitoring of process requirements.
3.     Response and human-machine interphase
4.     Line management
5.     Control over rejection and process optimization.
6.     Response to recycle, reuse and handling rejection.

Most managements focus on lean principles, behavior and rules rather than on describing management processes in more details. Due to the abstract nature of these rules, their interpretation and implementation still represent a major challenge for practitioners. The concept of shop floor management emerged from recognizing the need for efficient, onsite problem solving and therefore contributes to the highest in practice approach.
The present approach in practice is of problem-solving or performance tracking, such system or operational requirements are not supporting process to address the real needs of the production floor but, rather are for satisfying external requirements such as management reporting.
Thus, an objective of Shop Floor Management is to describe and close the gap between individual behavior and organizational guidelines principles and their application in a systematic, process-oriented industrial approach. The uniqueness of such a process is that is adaptive to any industry, applicable to any industry, and is unique for each installation.

System function is very simple
Shop Floor Management Ć

Development Systems
1.     Standards and abnormalities control (Standard work practices, process layer audit, cycle and checks of operations performed);
2.     Change Point Management (Process requirements, Data Reliability, and entry, system behavior)
3.     Efficiency improvement Management (Realistic Target Setting, Conditional change accounting, the holistic performance of man and machine monitoring)
4.     Visual management (hourly count, Card Systems, Metrics);
5.     Problem Solving (Standardized Methods, escalation in the process as required)
6.     Communication Management (Leadership, shift change over, purpose and need identification)

Is it so complex that words or corporate culture has given it new meaning or is it in goal to achieve absolute we have complexed it and forgot what it really stands for.
As a consultant we often come across many new words derived from risk assessments defined by simple Qualitative and Quantitative means, Simple tools given names of individual identity as survey, audit, study, adequacy and gap identification like HIRA (Hazard Identification and Risk Assessment), HazOp (Hazard and Operability Study), Point of Work Risk Assessment (POWRA), Safety integrity level (SIL), Fault Tree Analysis (FTA), Plan-Do-Study-Act (PDSA), Risk Appetite Definition and Assessment of Risks (RADAR), Risk Maturity Model (RMM) etc.. and many more to add spice to the meal standard based risk assessments are also prevalent like Legal safety compliance audit, safety audit (IS 14489), IEC electrical safety audit, BOCW construction work safety audit, energy audit, fire audit, fire load calculation and risk assessment, mock drill of emergency evacuation name different forms… adding still environment audit… and so on… the never-ending confusion created by whom.

Breaking beliefs …

Chemical safety

Chemical Safety Consciousness Sessions
Chemical Safety by HSE-RM Solutions, we design customized training programs, evaluation base certificate program.
Chemical Safety; Material Handling (Manual & Mechanized) ; Hazard Identification; HazOp; PSM (Process Safety Management); Work Place Safety; JSA (Job Safety Analysis); Operational, Maintenance & Safety; all designed customized training programs.

Chemical SafetyChemical safety is achieved by undertaking all activities involving chemicals in such a way as to ensure safety of health and environment.

Chemical industry is the fastest growing industry in the country, with its present share of about 40 per cent in the national gross industrial output. However, industrial activities involving hazardous chemicals have the potential to cause occupational diseases, injuries, in serious cases even death, besides pollution to the environment, if effective safety measures in the use of chemicals at workplace are not observed.

Objective of Consciousness Session

              Legislations on chemical safety
              Types of chemicals
              Classification of chemicals
              Health hazards of chemicals
              Route of entry of chemical
              Control strategy
              Personal protective equipment
              Chemicals fire and explosion hazards
Fire and explosion hazard control and prevention
              Hazard communication
              Material safety data sheet
              Material Handling

Labelling of chemicals (Hazard Communication)
-       Chemicals, when transferred to secondary bottles/cans, must be provided with proper labels.
-       Chemical formulae or short forms must not be used for labelling of the containers.
The label must contain: (Simplify Information)
·         the full name of the chemical,
·         its hazards,
·         information for safe handling and
·         the signage/pictogram indicating the hazard class.
-       Labels of bottles which got deteriorated or worn off must be replaced immediately.
-       Chemical bottles without labels or improper labeling can result in the wrong chemical being used.
-       Further, it will also cause difficulty in case of a spill or body contact or at the time of disposal of the chemical.

Initiators of Chemical Accidents
A number of factors including human errors could spark off chemical accidents with the potential to become chemical disasters. These are:
Process and Safety System Failures:
i)  Technical errors: design defects, fatigue, metal failure, corrosion etc.
ii) Human errors: neglecting safety instructions, deviating from specified procedures etc.
iii) Lack of information: absence of emergency warning procedures, nondisclosure of line of treatment etc.
iv) Organisational errors: poor emergency planning and coordination, poor communication with public, noncompliance with mock drills/exercises etc., which are required for ensuring a state of quick response and preparedness.

Sources of Chemical Disasters
Chemical accidents may originate in:
i)      Manufacturing and formulation installations including during commissioning and process operations; maintenance and disposal.
ii)     Material handling and storage in manufacturing facilities, and isolated storages; warehouses and godowns including tank farms in ports and docks and fuel depots.
iii)    Transportation (road, rail, air, water, and pipelines).

Causative Factors Leading to Chemical Disasters
Chemical disasters, in general, may result from:
i)              Fire.
ii)             Explosion.
iii)            Toxic release.
iv)            Poisoning.
Combinations of the above.

Behaviour Based Safety

Observation or Empowerment is not the primary base of BBS

“Brass Gun”
Behaviour Based Safety (BBS)
Implementation Program

Introduction to HSE-RM Solution BBS Approach to Implementation:

Safety is often the starting point for positive-change initiatives within organizations. Planning and managing change is a strategic advantage if successfully executed. If not, however, a downward spiral of negative expectations can eventually paralyze any willingness to confront change. Therefore, in addition to being an important area for positive change, a safety initiative's success or failure may foreshadow the success or failure of future change efforts.

Brass Gun BBS Implementation program is the personally tailored dedicated program with our advisors accessing a range of service visits may it be construction safety, contractor safety, project management, or existing HSE framework consulting and training all moulded in one.

Benefits of Brass Gun BBS Implementation Program (up to 1000 Personals)

Trepidation Way out (Stage 1)

0-30 Days (1 Gap Assessment and 2 Consciousness session) Bringing out all fears.

Core: Understanding core ground realities of the HSE system of your organization. Detailed gap assessment. Road Mapping core challenges and present-day evaluation of practices.
o   “Most behaviour based safety programs are fundamentally outdated and erroneous theories repackaged for modern marketing. Behaviour based safety programs claim to eliminate workplace injuries and improve relationships between supervisors and workers. These safety programs set up elaborate mechanisms to observe, coach, reward, and discipline workers. Behaviour based safety programs appeal to many companies because they make health and safety seem simple, do not require management change, focus on workers, and seem cheaper than correcting hazards. However, these programs ignore the most appropriate methods for eliminating health and safety hazards.”

“Observation or Empowerment is not the primary base of BBS”

The Major objective of an effective behavior based safety process is to make safe behavior a Habit. Unsafe behavior is something which they have done for so long that they are not conscious of the behavior. The major objective of BBS is to replace all the unconscious unsafe behavior with safe behavior or habits. Applying behavior change technology effectively.

Applied behavior analysis (ABA) is a scientific discipline concerned with analyzing the principles of learning and behavioral control, developing usable methods from these principles, and systematically applying these methods to change behavior of social significance. It is the applied form of behavior analysis; the other two forms are radical behaviorism (or the philosophy of the science) and the experimental analysis of behavior (or experimental research).

Kernel (Stage 2)
15-20 days (Risk Assessment, Review of Present Practices & Evaluations) based on priority and stage 1.

ü  Kernel: Understanding the seed, of existing system and current practices, reporting practices how data is collected what information has it grown or will grow.
o   Resource identification stage for updating existing system and critical operation
o   Adopting best practices and evaluating each process job knowledge, system knowledge & Best practices.

Consciousness Sessions
Consciousness sessions are presentations of up to 2 hours in length delivered at your workplace by HSE-RM Solution advisors. They are designed to help meet your legal duty to provide information about workplace hazards to employees. These modules are modified as group discussion session and interactive sessions on how best practices are to be adopted.

Consequence
An inducement or event that occurs before a behaviour in time. This inducement or event may result in the behaviour. Work
Anything that we can see an individual action do or say.
An inducement or event that occurs after a behaviour in time. The consequence could increase or decrease behaviour in the future, depending on its properties of impetus.

Aftermath (BBS Continuously evolving)
After 1 year of engagement 4-5 man days each month
ü  Aftermath: An effective outcome of implementation and revised the sustainable and continuously improving program.

A design team is created
The most effective way to run a BBS programme is to initially set up a design team. The design team should consist of management and frontline employees, and each member of the team should have heard about BBS and volunteer to be on the team. This team will keep on evolving the BBS system; however, all employees will be involved in implementation.

Program is customized to suit your company requirement. A dedicated resource assistance engagement will define the depth of program and company engagement. Ranging from weekly, fortnight and monthly visits and scheduled priority as per program detailed gap assessment we help you build adaptive, proactive, predictive HSE system.
